Osgiliath was the old capital city of Gondor, and where the Kings of Gondor used to reside.
The Dome of Stars, represented by the connected seven stars (seven stars being the sign of Elendil, Gondor's first king), which housed a Palantíri (one of the Seeing Stones, and represented in this design by an eye in a circle), was atop a great stone bridge which connected the city since it straddled the Anduin River.
Osgiliath sat about halfway between Minas Anor (Tower of the sun) to the southwest and Minas Ithil (Tower of the Moon) to be northeast, both of these are represented by sun and moon symbols in their respective positions.
